I believe carts for all Nintendo systems have similar imprints. I don’t know what the numbers mean, but apparently if there’s a letter (usually A) after the number, then that indicates a later revision of the cart.
In some cases the presence/absence of a stamped number can help you tell the difference between an authentic cart and a bootleg.
Edit: looks like the prevailing theory is that the number indicates the factory where the cart was manufactured. It’s a way for every cart to be “identical” but still be able to track down where the cart was made. For example if people are having problems with carts that are all stamped with the same identifier, then Nintendo can check out that specific facility. Interesting!

Neat! I believe I had bid on that auction, but I definitely wouldn’t have noticed anything special about the preproduction controller. Except maybe the cord.
It’s odd that that the alleged “Isaac” guy who allegedly produced these materials is allegedly super willing to check his alleged hard drive, alleged contacts, etc. for more alleged materials. Like the hoaxer wants people to react with “OMG OMG! YES TELL ISAAC TO GO GET THE STUFF!” as proof that people believe it. If someone pretends to stumble across a couple of screenshots with no backstory, it’s easy (for skeptics and believers both) to shrug their shoulders and say it doesn’t really matter if there’s no additional info. But if there’s a possibility for more readily-available info, then we can froth at the mouth and chomp at the bit, and Hoaxy McHoaxface can sit back and think he’s some sort of master forger.
It doesn’t seem likely under any other circumstance for someone to have a whole bunch of unreleased information, and choose to just publish a small, very questionable amount of it and just say that there’s more. Seems like a playground-level attention grab.

Ok, and I just now noticed that PlanetVB has its own reader ratings of each game! I went ahead and added them in, and it caused quite a few upsets. Jack Bros, Red Alarm, and Nester came up, while Golf and Baseball went down. Among other changes. No luck for Waterworld.
